Bridgend Council’s Planning Committee has granted permission for an 850-home housing development on land between Bryntirion and Laleston (pdf).
“Parc Llangewydd”, as it’s being called, is included as a strategic development site in the approved Local Development Plan (LDP).
It’s a hybrid application from Llanmoor Homes, meaning:
- Full planning permission is sought now for the first phase of the development: 377 homes, access roads, play areas and walking/cycling facilities.
- Outline planning permission is sought for the second phase: a primary school, playing fields, and the remaining 470+ homes on the northern half of the site. More detailed applications relating to this will need to be submitted in the future.
The development will be accessed from a new traffic light junction on the A473. Additionally, mature woodlands on the northern half of the site need to be retained.
The first phase will consist of 76 affordable homes and 301 open-market homes. Detailed proposals have been put forward for an equipped playground and a communal open space roughly in the centre of the development.
Construction is expected to start during 2026-27, with the development completed during 2033-34.
Objections to over-development; impact on local services
There were formal objections from 28 residents, Laleston Community Council, and Cllrs Jon-Paul Blundell (Lab, Cefn Glas) and Colin Davies (Lab, Bryntirion, Laleston & Merthyr Mawr).
In summary, the objections related to overdevelopment, impact on the local road network, the impact on local services and facilities and the impact on the environment. Laleston Community Council sought Section 106 funding for improvement works at Bryntirion Fields, while the two county councillors wanted guarantees around public transport, affordable housing and environmental protections.
An observation was also made by Cllr. Steven Bletsoe (Ind, Bridgend Central) regarding the impact additional traffic might have on the air quality zone on Park Street – the most direct route between the development and Bridgend town centre.
Section 106 agreements worth over £11 million.
The developers will need to enter into a Section 106 agreement. This includes:
- A minimum of 20% of the homes (~170) being affordable or available for social rent.
- £9.63 million towards education; £4.3 million of which will go towards the costs of developing the on-site primary school.
- £89,000 towards traffic light upgrades and traffic orders.
- £930,000 towards walking & cycling facilities and bus stop upgrades.
- £335,000 towards recreation facilities; £126,000 of which would be used to maintain open space on the development itself.
The A48 Broadlands roundabout will need to be changed to a staggered traffic light junction before the 250th home is occupied. Some of this will be delivered as part of the recently approved Craig-y-Parcau housing development.
The single-lane section of Llangewydd Road could also be closed to traffic (at the s-bend to the west of Penybont FC) to form a safe walking and cycling route from the northern half of the site to Bryntirion.
