Bridgend Council’s Cabinet is set to approve the creation of a “federation” of four English-medium primary schools in the Garw Valley (pdf).
All four schools have been in some form of joint leadership for several years. Bettws and Blaengarw primaries have been federated since 2019, with Ffaldau Primary having a collaboration agreement.
Meanwhile, Tynyrheol Primary School in Llangeinor, which was placed into special measures in November 2025, has been under a shared leadership arrangement with Llangynwyd Primary School in the Llynfi Valley.
A consultation on expanding the federation was held earlier this year with no objections. The benefits of federation are said to include sharing of specialist staff, shared administration, joint procurement and pooled budgets (reducing the risk of budget deficits).
Under the proposals, the four primary schools – Blaengarw, Bettws, Ffaldau and Tynyrheol – will share an executive headteacher and governing body.
The new governing body will have 8 parent governors, 2 local authority governors, 5 staff governors (including the executive headteacher) and 5 community governors (1 of which will represent Garw Valley Community Council).
Subject to approval, the new Garw Valley Federation will be in place on 1st September 2026.
