At this month’s full council meeting, Cllr. Ian Williams (Ind, Oldcastle) raised the matter of public confusion about vehicle access to Bridgend town centre.
In the last few weeks, parking enforcement officers have been issuing tickets to vehicles that have parked in the pedestrianised zone.
Additionally, the existing signs and associated restrictions have caused confusion about who is allowed into the town centre when the bollards are down, and which areas certain restrictions apply.
While the council has agreed to work on an experimental traffic order – relaxing some of the rules around driving into the town centre – this isn’t yet in force.
Cllr. Williams asked the Council to consider reimbursing fines issued since BCBC published a press release relating to the traffic order September 2025.
Confusion around signs accepted; traffic order work ongoing
Council Leader, Cllr. John Spanswick (Lab, Brackla West Central), told the chamber there was limited/no legal authority for councillors to withdraw fixed penalty notices. He did accept that the existing sign situation was confusing, and work was ongoing on town centre access.
Joint Cabinet Member for Communities, Cllr. Eugene Caparros (Lab, Brackla East & Coychurch), sympathised with those who had received a ticket. He encouraged people to appeal any fines if they have a good case to do so.
Additionally, the press release in September 2025 was to announce an agreement to start work on the experimental traffic order, not that it had come into effect.
New “straightforward and understandable” signs would need to be put up once that experimental order is in force.
