Bridgend Council is to begin the process of completing the compulsory purchase of land at Sandy Bay as part of the Porthcawl Waterfront regeneration scheme (pdf).

Compulsory purchase of Porthcawl land set to be approved despite mass objections

The Compulsory Purchase Order (CPO) covers the fairground, Sandy Bay promenade, the former model village and stretches of road at Rhych Avenue and Sandy Lane (pdf).

The Welsh Government approved the CPO at the end of 2023 (pdf).

While most of the affected landowners have voluntarily agreed to compensation – or are in the process of doing so – some landowners and rights holders are yet to reach a formal agreement.

The Cabinet was asked to approve a General Vesting Declaration (GVD). This declaration effectively completes the land part of the CPO process by transferring ownership of the plots to BCBC after a notice period.

Anyone with an interest in the land who has not or cannot agree on a voluntary settlement with the council will be entitled to compensation via the courts.

The report on the expected cost of this compensation has been restricted on privacy and business interests grounds but was discussed by the Cabinet.

Issuing the GVD means the council can continue to work on the masterplan for the land (here) and begin marketing it to developers.
