Bridgend Council’s Planning Committee has received an apology from a BCBC department over its handling of an application to install a heat pump system at a council-run care home.
BCBC sought retrospective planning permission for a heat pump at the Bryn-y-Cae residential care home in Brackla. The application was approved by 6 votes to 4.
However, with the department not having sent anyone to speak at the meeting, the Committee decided to censure them.
In the written reply (pdf), officers state that an invitation to speak remotely wasn’t sent, despite both officers being ready to join the meeting.
Work on the concrete base for the heat pump moved “more quickly than the planning application”. The heat pump units themselves were not operational before permission was granted.
The Green Spaces & Sustainability Section said they were “sincerely sorry that the correct process was not followed” and that “lessons have been learned and will inform future developments of this nature”. Nonetheless, the heat pump is still justified as it will replace an outdated heating system and lower the care home’s running costs.
