Bridgend Council’s Cabinet is set to discuss a new contract for a new substance abuse service in the Cwm Taf Morgannwg Health Board (pdf).

Substance abuse services are currently delivered at four different tiers.

The new contract will cover Tiers 1 & 2, which include informal, early intervention and drop-in services. The current community drug and alcohol service for Bridgend is based at Celtic Court on Tremains Road in Bridgend town centre (pictured).

There are currently two separate substance abuse contracts in the Cwm Taf Morgannwg Health Board area: one covering Bridgend, the other covering Rhondda Cynon Taf & Merthyr Tydfil. The new service will cover all three local authorities.

Rhondda Cynon Taf is set to be the lead authority for the health board area, in collaboration with Bridgend & Merthyr Tydfil councils as well as Cwm Taf Morgannwg Health Board.

Funding for substance abuse services in the health board area (currently totalling around £10.3million) comes almost entirely from the Welsh Government and/or has been ringfenced by the health board. Of that, around £2 million goes towards Tier 1 & 2 services.

Subject to a final contract and approval, the new service is expected to start in April 2026 and will run for five years.
