Transport advisor appointed as council commits to talks on resolving school road safety issues

The council has an "open door" to members to discuss problems with inconsiderate parking outside some new-build schools in the county.

The problem made national headlines in the last year or so, with some new-build schools – particularly the area around Brynmenyn (pictured above), Coety and Pencoed primary schools – impacted by inconsiderate parking as well as issues with road layouts and drop-off zones.

At this month’s full council meeting, Cllr. Tim Thomas (Ind, St. Bride’s Minor & Ynysawdre) welcomed the appointment of the advisor.

However, “not a week goes by” in which he doesn’t receive evidence of a “near miss” near Brynmenyn Primary School. The area is also impacted by the extra care home, Coleg Y Dderwen – one of the largest secondary schools in the county – and a small housing estate.

Cllr. Thomas asked whether the council would commit to all relevant parties discussing a long-term solution.

In a follow-up question, Cllr. Melanie Evans (Lab, Pencoed & Penprysg), asked what measures were being taken to ensure children get to school safely – such as Pencoed Primary’s “walking bus”. Was this common practice in all schools?

“Success stories” can be used across the borough

In the written response to Cllr. Thomas’ question, the council noted the appointment of the school transport advisor, as well as other measures such as:

  • All schools have traffic management plans in place.
  • The use of “Roly Patroly” – the mobile CCTV car to tackle dangerous parking. The council were, however, limited in what they can do as most enforcement of traffic rule breaches is the responsibility of South Wales Police.
  • Pedestrian and cycle training classes in schools.
  • Investment in active travel routes and “safe routes to school” programmes, which include measures such as safe crossing points.

Cabinet Member for Education, Cllr. Jon-Paul Blundell (Lab, Cefn Glas), meets regularly with interested parties such as the police. There was an open door to meeting with members to come up with a workable solution.

He noted the success of Pencoed Primary’s walking bus, which is gradually growing in use.

Corporate Director for Education, Lindsay Harvey, said sharing good practice between school was key. The council works closely with caretakers to ensure access to schools was as safe.
